County offers some free parking in Columbia | Public Spaces

COLUMBIA, SC (WIS) - Visitors to the Richland County Administration and Health Department building on Hampton St. won't have to dig for change to pay some of the parking meters anymore.
The county is offering two hours of free parking for people visiting the building at 2020 Hampton street to conduct business. The free parking is offered at meters with red bags covering them in the county parking lot and in front of the Voter Registration Office.
People who park at the meters owned by the City of Columbia along Harden, Lady and Hampton streets will have to pay the meters. Only the meters with the red bags over them are free.
The Richland County red bagged parking meters program is part of a pilot program aimed at alleviating parking congestion for customers at 2020 Hampton Street. The program runs through the end of March. Then staff will present the program’s results to Richland County Council for review and action.
County officials say: "At 2020 Hampton Street, if the bagged meter is red, it doesn’t need to be fed."
