Investigator Recognized as SCCADVASA Law Enforcement Officer of the Year | Community Spirit

Richland County Sheriff Leon Lott announced that Investigator Richard Carter is the South Carolina Coalition Against Domestic Violence & Sexual Assault (SCCADVASA) Law Enforcement Officer of the Year.
The Sheriff stated that on Thursday, February 21, 2013, during SCCADVASA’s annual meeting, Investigator Carter of the Richland County Sheriff’s Department’s Special Victims Unit was presented with the prestigious Law Enforcement Officer of the Year award.
Sheriff Leon Lott stated Investigator Carter was presented the award for his professionalism and tireless work in bringing closure to survivors of sexual assault; while treating the victims with respect, dignity, and compassion. Sheriff Leon Lott stated that SCCADVASA recognized Richard because he is dedicated to improving the lives of our citizens. Sheriff Leon Lott added that Richard’s hard work reflects highly on the Richland County Sheriff’s Department and the Special Victims Unit and is in keeping with our mission:
To improve the quality of life for ALL citizens; through passion and commitment we will maintain a high standard of professional accountability and will reduce the fear of crime and the fear of retaliation by the criminal element.
This mission will be accomplished by building unity between the Sheriff's Department and the community; joining our high standards of excellence with our vision for safer communities.
Everyone will employ effective Community Policing strategies and problem-solving techniques; all supported by aggressive enforcement of Federal, State and Local Laws.
Sheriff Leon Lott stated that Investigator Carter was nominated by Sexual Trauma Services of the Midlands and the award was presented to him by their Sexual Assault Services Coordinator, Zoe McDowell (picture attached to this release) for his dedicated and professional work in investigating Criminal Sexual Conduct and Child Abuse cases. Richard was selected from a nomination field that included agencies across the State of South Carolina and the Richland County Sheriff’s Department is extremely proud of him for this recognition and the work he does every day.
